How fees are set

Näringslivets Producentansvar (NPA) — Approved producer responsibility organisation for packaging under Förordning (2022:1274); one of two approved organisations and the dominant one, supervised by Naturvårdsverket.

Sweden reorganised packaging producer responsibility in 2022, and collection is now run by approved producer responsibility organisations under municipal coordination. Two are approved — NPA and TMResponsibility — and NPA, owned by the business federations, is the dominant one and the one that publishes a national fee schedule. Fees are charged per kilogram by item number and split into private use, which is the household stream shown on this page, and packaging other than private use, which is charged at a fraction of the household rate. Within each material the fee is graded by whether the packaging is compatible with material recycling: paper, plastic and the other main materials each carry a compatible rate and one or two higher rates for partially or non-compatible packaging. One published sheet carries three effective dates — the fees from 1 January 2026, the revision from 1 April 2026 that raised wood, textile, ceramic and other-material packaging from 13.70 to 15.70 SEK/kg, and the fees NPA decided on 8 June 2026 for 1 January 2027. Swedish fees are published in kronor and this site does not convert them.

ᴮ bonus / discount · ᴹ malus / surcharge. Fees are graded by whether the packaging is compatible with material recycling. Sweden has two approved producer responsibility organisations; NPA is the dominant one and publishes this national schedule. Fees for packaging other than private use are a separate schedule.

Commercial and industrial packaging

The rates below are a different stream from the household packaging rates above. They apply to commercial, industrial and transport packaging — packaging that does not reach a private household and is not collected by the municipal system — and a producer placing both kinds of packaging on this market is liable under both schedules, not one. Where the scheme publishes both in the same document the material names are the scheme's own, so the same material code can appear in both tables with very different figures.

NPA — Producer responsibility organisation; fees decided by the NPA board under Forordning (2022:1274).

NPA sets one fee schedule per packaging item number, split into a private-use series and an 'Other than for private use' series. The non-household series is far cheaper for paper and metals, because household packaging carries the cost of municipal kerbside collection, but more expensive for glass. The sheet decided on 2026-06-08 carries both the 2026 and the 2027 columns.
