How fees are set

Lithuania sets no national packaging tariff. A company that places packaged goods on the Lithuanian market transfers its packaging waste management obligation to a licensed organisation, which sets its own rates and publishes them. One of them, Gamtos ateitis, publishes a complete schedule for 2026, and this page carries it as a market reference. Two things make the Lithuanian schedule unusual. First, recyclability dominates the price: every non-recyclable line, whatever the material, sits at the same top rate, so the gap between recyclable and non-recyclable wood packaging is roughly twenty-five fold. Second, the charging basis is not uniform — some lines are charged per tonne placed on the domestic market and others per tonne actually handled, with the organisation committing to handle a stated percentage. A quote cannot be compared with another country's tariff without reading which basis applies.

Obligations under the Lithuanian scheme

A company that places packaged goods on the Lithuanian domestic market carries the obligation to organise the management of the resulting packaging waste. In practice it transfers that obligation to a licensed organisation under contract, declaring the packaging it placed on the market and paying that organisation's rate. The organisation then commits to meeting the recovery obligation, either against the target set by government decision or against a stated percentage of the packaging handled, depending on the material.

Why there is no Lithuanian tariff — and what the table below is

No Lithuanian authority publishes a per-material rate that every producer pays. The licensed organisations set their own and compete on them. What can be published is one organisation's own schedule, and Gamtos ateitis publishes a complete one for 2026. The table below is that schedule, carried as a market reference rather than as the Lithuanian rate: labelled on every row, excluded from this site's country comparison table, and not used for this page's headline finding. Read the charging basis on each row before comparing anything — a rate per tonne placed on the market and a rate per tonne actually handled are not the same quantity. This site was not able to retrieve the environment agency's list of licensed organisations, so it makes no claim about how many operate.

A binding rate comes from a licensed organisation directly, under a contract that also fixes the declaration procedure and the charging basis. The figures below are a reasonable anchor for judging a quote, but a producer comparing options should ask the Lithuanian environment agency for the current list of licensed organisations rather than treating the one shown here as the only route. The single largest lever on the Lithuanian bill is recyclability: moving a line from the non-recyclable to the recyclable side of this schedule changes the rate by far more than any choice of material does.
