How fees are set

Authorised waste recovery schemes (market-negotiated) — Compliance schemes authorised by the Environment and Resources Authority (ERA) to recover and recycle packaging on behalf of producers; GreenPak, established 2004, is one of them.

Malta publishes no packaging EPR tariff. Businesses trading in Malta are required by law to recover and recycle the packaging waste their products generate, alongside waste electrical goods and batteries, and they discharge that duty by joining a waste recovery organisation authorised by the Environment and Resources Authority. The authorised schemes set their own prices and quote them on request rather than publishing a schedule, so there is no Maltese rate table to reproduce. This is the thinnest published position of any country on this site: not a spread of competing published prices as in Germany, and not a single dominant system whose figures sit behind a member login as in Greece, but no published figures at all.

Obligations under the Maltese scheme

Businesses trading in Malta are required by law to recover and recycle the packaging waste arising from what they place on the market, and the same obligation covers waste electrical goods and batteries. In practice a producer meets it by contracting an authorised waste recovery organisation, which takes on the recovery and recycling obligation and reports on the producer's behalf. Malta's small market means the same scheme typically covers several waste streams at once, so a producer dealing with packaging is often dealing with the same counterparty for electricals and batteries.

Authorised schemes

Compliance schemes must be authorised by the Environment and Resources Authority, the national regulator, and ERA holds the complete list of authorised organisations. This site was not able to retrieve that list: the authority's website refused automated access when checked on 2026-08-26, and this site does not work around such refusals. What can be stated from an official source is that GreenPak, established in 2004 and a cooperative society owned by its member companies since 2010, is an ERA-authorised recovery organisation licensed for packaging as well as electrical goods and batteries, and reports over 1,200 members. A producer choosing a scheme should confirm the current authorised list with ERA directly rather than relying on this page.

Why this page carries no rate table

Nothing is published to cite. The authorised schemes price their services per member and quote on request, and no Maltese authority publishes a per-material schedule against which those quotes could be checked. That makes Malta the one country in this set where even the shape of the pricing is not public. This site publishes per-kg rate rows for the countries that publish a schedule and none for those that do not; quoting one scheme's figure obtained privately would not be a Maltese rate and could not be verified by a reader.
