How fees are set

MOHU (state concession) — MOHU MOL Hulladékgazdálkodási Zrt. holds the exclusive state waste management concession; the extended producer responsibility fee is fixed each year by ministerial decree of the Ministry of Energy, not negotiated.

Hungary is the strictest statutory case in this dataset. Rather than licensing competing schemes, the state granted an exclusive waste management concession to MOHU, and the extended producer responsibility fee is set for each calendar year by a decree of the Minister of Energy published in the official gazette. There is nothing to negotiate: the 2026 decree lists a fee code for each circular product category and a rate in forint per kilogram. Packaging occupies eight of those codes, from wood at the bottom of the range to plastic at the top. Each published fee is the sum of two components — the part due to the concession company and the part due to the municipality — and this page shows the total the producer pays, with the split in each row. The same decree prices electronics, batteries, vehicles, tyres, office and advertising paper, cooking oil, textiles and wooden furniture under the same code system, and treats single-use plastic products as their own category outside packaging. Producers of glass packaging for wine products may opt out of the per-kilogram fee and pay a flat fee per item instead, which the decree sets separately by wine category. Fees are published in forint and this site does not convert them.
