How fees are set

Dual systems (market-negotiated) — Competing private dual systems listed by the Central Agency Packaging Register (ZSVR); from 2026-08-12 the EU Packaging and Packaging Waste Regulation (PPWR) together with the German Packaging Law Implementation Act (VerpackDG) replaced the Packaging Act (VerpackG), and producers register in the public LUCID register run by the ZSVR.

Germany has no statutory packaging EPR tariff. Packaging subject to system participation carries three obligations — registration in the LUCID Packaging Register, participation in a dual system and data reporting — while the price paid per kilogram is set in a contract with one of the competing dual systems rather than by a published tariff. This site therefore lists no per-kg rate rows for Germany: the German facts it can carry are the registration side and the directory of dual systems below.

Obligations under the German scheme

From 2026-08-12 packaging placed on the German market falls under the EU Packaging and Packaging Waste Regulation (PPWR) together with the German Packaging Law Implementation Act (VerpackDG), which replaced the Packaging Act (VerpackG). For packaging subject to system participation the three basic obligations carried over unchanged: registration in the LUCID Packaging Register, participation in a dual system and reporting of the volumes placed on the market. The obligations sit with the producer — the party that first places filled packaging on the German market. Producers established outside Germany act through an authorised representative, who is named in LUCID at initial registration.

Registration in the LUCID Packaging Register

LUCID is the packaging register operated by the ZSVR (Zentrale Stelle Verpackungsregister). Registration is done directly in the register portal and is free of charge — the ZSVR states that registration and data reporting are free of charge for producers and that registration precedes distribution. Registered producers, their brand names and registration numbers are published in the public producer register, which is searchable without an account, so the registration of a supplier or a marketplace seller can be looked up there.

How licence prices are set — and why this page carries no rate table

There is no published statutory tariff to cite. Each dual system sets its own licence prices per material and quotes them in a contract or through its own online configurator, so the price for identical packaging differs between systems and moves during the year. The ZSVR states that every company is free to choose a system operator and that the agency itself is prohibited from offering advice, recommending system operators or sharing information about prices. That is why this site publishes per-kg rate rows for the countries with a statutory tariff and none for Germany: quoted market prices are neither stable nor publicly citable, and presenting one system's quote as the German rate would misstate the mechanism.

Dual systems operating in Germany

The ZSVR publishes the system operators with which a system participation agreement can be concluded. The directory below reproduces that list — legal name and official website only. Prices are not reproduced here: they are quoted by the systems themselves and are not comparable between systems without the contract terms. Each entry was checked against the ZSVR list of system operators on the date shown.

Where to go next

Registration is done in the LUCID portal and is free of charge. An existing registration — a supplier's or a marketplace seller's — is looked up in the public producer register. Prices come from the system operators themselves: several publish an online configurator that returns a quote directly — Der Grüne Punkt (verpackgo) and Recycling Dual among them — and the remaining systems quote on request through the contact routes on their own sites in the directory above.
