Bulgaria sets no national packaging tariff — a producer either joins a licensed recovery organisation at its own price or pays the statutory product fee (2026).

How fees are set

ECOPACK Bulgaria — Licensed packaging recovery organisation (организация по оползотворяване) under the Bulgarian Waste Management Act; one of several licensed organisations, its contributions are its own and not a statutory tariff.

Bulgaria sets no national packaging tariff. A company that places packaged goods on the Bulgarian market either joins a licensed recovery organisation, which guarantees fulfilment of the recovery and recycling obligations under the Waste Management Act and charges its own contribution, or pays the statutory product fee set by ordinance. The organisations compete on their contributions and publish them themselves. One of them, ECOPACK Bulgaria, publishes a full per-material schedule with two discount tiers, and this page carries it as a market reference — a real published number, clearly labelled as one scheme's price rather than the Bulgarian rate.

Obligations under the Bulgarian scheme

A company that places packaged goods on the Bulgarian market must ensure the recovery and recycling of the resulting packaging waste under the Waste Management Act. It discharges the duty either by joining a licensed recovery organisation, which takes on the obligation and reports on the producer's behalf, or by carrying the obligation individually and paying the statutory product fee where targets are not met. Joining an organisation is the ordinary route for a producer without its own collection capability.

Why there is no Bulgarian tariff — and what the table below is

No Bulgarian authority publishes a per-material contribution that every producer pays. The licensed recovery organisations set their own and compete on them. What can be published is one organisation's own schedule, and ECOPACK Bulgaria publishes a complete one. The table below is that schedule, carried as a market reference rather than as the Bulgarian rate: it is labelled on every row, excluded from this site's country comparison table, and not used for this page's headline finding. Note the structure — a base contribution, ten percent off for reporting by the fifteenth of the month and twenty percent off for paying by the twenty-fifth, with the discounts applying only above ten tonnes a year and a minimum annual charge of eighty euro. This site was not able to retrieve the ministry's list of licensed organisations, so it makes no claim about how many operate.

Where to go next

A binding contribution comes from a recovery organisation directly, under a membership contract. The figures below are a reasonable anchor for judging a quote, but a producer comparing options should ask the Ministry of Environment and Water for the current list of licensed organisations rather than treating the one shown here as the only route. The discount tiers are worth reading closely: on the published schedule, reporting and paying on time is worth a fifth of the bill, but only above ten tonnes a year.
