How fees are set
Waste management fee (FZOEU) — Statutory waste management fee set by government regulation (NN 137/2024) and administered by the Environmental Protection and Energy Efficiency Fund; not payable for packaging covered by an approved management organisation.
Croatia runs packaging producer responsibility through the state Environmental Protection and Energy Efficiency Fund rather than through competing private schemes. The regulation sets a unit fee per tonne for each packaging material, and the amount due is that unit fee multiplied by the weight and by two coefficients, one for eco-modulation and one for recovery performance. Packaging for milk and liquid dairy products is charged at 55% of the rate for the same material, and plastic carrier bags carry by far the highest rate. The fee is not payable for packaging whose management has been entrusted to an approved organisation, which makes it the statutory fallback price. The rates published here are the transitional figures in the regulation itself: Annex VI states they apply until the Fund adopts its own decision, which has not yet happened. The Fund's own website refused automated access, so this site takes the figures from the official gazette, which is the more authoritative source anyway.
