How fees are set
Altstoff Recycling Austria (ARA) — Licensed collection and recovery system for household packaging under the Austrian Waste Management Act (AWG 2002); one of several licensed competing systems, its tariff is not a statutory rate.
Austria does not set a single statutory packaging tariff. Several collection and recovery systems are licensed to take on producer obligations and compete on price — ARA, Interzero, Reclay and ERP among them — and producers register in the EDM/ZAReg register before placing packaging on the market. ARA is the largest of these systems and is the only one that publishes a complete annual tariff sheet, splitting household from commercial packaging and pricing each material category per kilogram excluding VAT. The figures on this page are that tariff. They are a market price rather than a statutory rate: another licensed system may quote differently for identical packaging. ARA's sheet carries the previous and the current year side by side, and the overlapping columns of the 2024, 2025 and 2026 sheets were checked category by category and agree exactly.

The figures on this page are the published annual tariff of ARA, the largest of them — a market price, not a statutory rate; the other systems price differently. Commercial packaging categories are outside the scope of this page.
Commercial and industrial packaging
The rates below are a different stream from the household packaging rates above. They apply to commercial, industrial and transport packaging — packaging that does not reach a private household and is not collected by the municipal system — and a producer placing both kinds of packaging on this market is liable under both schedules, not one. Where the scheme publishes both in the same document the material names are the scheme's own, so the same material code can appear in both tables with very different figures.

ARA publishes one Tarifblatt carrying two tables: household packaging (categories 1.xx.x) and commercial packaging (categories 2.xx.x). Article 13h of the Austrian Waste Management Act 2013 defines which packaging falls in which table. The commercial categories are consistently much cheaper than the household ones, and have moved far less: only paper changed between 2023 and 2026. Austria licenses several competing systems, so this is a published market tariff rather than a statutory rate.
