How fees are set

HERRCO (Hellenic Recovery Recycling Corporation) — Collective alternative management system for packaging, licensed by the Hellenic Recycling Agency (HRA/EOAN) under Law 2939/2003; the dominant but not the only licensed system.

Greece publishes no packaging EPR tariff, but for a different reason from Germany or Denmark. There, prices move because several systems compete on them. In Greece one system dominates — the Hellenic Recovery Recycling Corporation, licensed by the Hellenic Recycling Agency — and the reason there is no table to cite is simply that the contributions are not published. A producer joins by signing a one-year participation contract, and the contribution is calculated from the packaging it declares through the system's own member application, which requires an account. This site therefore lists no per-kg rate rows for Greece: the Greek facts it can carry are the obligation, how a producer joins, and where the figures actually come from.

Obligations under the Greek scheme

Greek packaging producer responsibility dates from Law 2939/2003, which obliged every business that imports, produces or places packaged products on the Greek market to ensure the collection and recycling of its packaging. The obligation covers primary, secondary and tertiary packaging placed on the domestic market, and it falls on importers, manufacturers and brand owners including private-label products. A producer discharges it by joining a licensed collective system rather than by arranging collection itself.

Joining the system

A company becomes a member by signing a one-year participation contract. Signing the contract is what fulfils the legal obligation, and it also allows the member to use the European Green Dot trademark on the packaging it places on the Greek market. Members then declare the packaging they placed on the market through a dedicated application, reached with a username and password, which both calculates the contribution and takes the declaration. By the end of 2025 the system reported 3,936 businesses under contract, and it communicates the list of contracted businesses. Contracts run for a year and are renewed.

Why this page carries no rate table

Greece is a different case from the countries on this site that have no tariff because several systems compete on price. Here one licensed system carries most of the market, so there is no spread of competing quotes to report — there is simply no published schedule. The contribution per material is calculated inside the member application, which requires an account, and the participation contract is the document that fixes it. This site does not register for accounts or accept contract terms in order to read prices, so no Greek per-kg figures are published here. Where a country does publish a schedule, this site carries every line of it; where it does not, saying so is the accurate answer.

Where to go next

A producer that needs a figure gets it from the system directly: the participation contract and the declaration application are the route, and the contract is requested through HERRCO's business pages. HERRCO is licensed by the Hellenic Recycling Agency, which supervises the licensed systems and is the authority to consult on whether a given operation is covered by the obligation. HERRCO's own material notes that it is the primary but not the only collection route in Greece, so a producer whose packaging falls outside its scope should confirm which licensed system applies.
