Romania packaging EPR 2026 — obligations and transferring responsibility to an OIREP
Romania has no national packaging EPR tariff — producers transfer their recycling targets by contract to a licensed OIREP, and each organisation sets its own tarife (2026).
How fees are set
Responsibility transfer organisations (OIREP, market-negotiated) — Licensed organisations implementing the extended producer responsibility obligations for packaging (OIREP) under Romanian packaging waste law; Reciclad'OR and Ecologic 3R Ambalaje are two of them.
Romania builds packaging EPR around recycling targets rather than around a tariff. A producer or importer placing packaged goods on the Romanian market must ensure the recycling of the resulting packaging waste, and in practice it transfers that responsibility by contract to a licensed OIREP — an organisation that implements the extended producer responsibility obligations — which guarantees the targets against the quantities the producer declares. Each organisation prices that service itself: some publish their tarife openly on their own sites, others quote during contracting, and either way the figure is that organisation's own price rather than a Romanian rate. This site therefore lists no per-kg rate rows for Romania: the Romanian facts it can carry are the obligation, how the transfer contract works, and where the tarife actually sit.

Obligations under the Romanian scheme
The legal obligations attach to producers and importers that place packaged products on the Romanian market: they must ensure the recycling of the packaging they introduce, measured against recycling targets. A company can carry that individually or transfer it by contract to a licensed OIREP, which then answers for meeting the targets on the declared quantities. The producer's standing with the Environment Fund Administration (AFM) runs alongside the contract rather than being replaced by it: an OIREP asks for the company's latest AFM declaration and its AFM fiscal attestation certificate as part of the contracting file, so declarations to the Fund remain the producer's own paperwork.
How the transfer contract works
Contracting follows a set sequence. The producer submits a contract-initiation request with an estimate of the packaging quantities it expects to place on the market, together with its fiscal registration documents and the AFM papers described above; the organisation then issues the contract and its annexes in two originals for signature. Once the contract runs, the producer declares monthly, through the organisation's online platform, the actual quantities of packaging placed on the national market in the previous month, and the organisation takes over the recycling obligation for those quantities. The declared figures are what the price is applied to, which is why the estimate at initiation and the monthly declarations both matter.
Where the tarife sit — and why none are reproduced here
There is no national tariff. Each licensed organisation sets its own tarife, and the market is unusually open about them by the standards of countries without a statutory rate: Reciclad'OR, for one, publishes its current schedule on its own site, split by material and by whether the packaging ends up in the commercial-industrial or the municipal waste flow. A published schedule is still one organisation's own price rather than a Romanian rate, so this page points to where the tarife are published instead of reproducing figures from them. The supervisory commission at the Ministry of Environment holds the list of licensed organisations, but its page did not carry the list in the static text this site is willing to read, so this page makes no claim about how many organisations operate or how their tarife compare.
Where to go next
A binding figure comes from an OIREP: read the tarife the organisation publishes where it publishes them, or start the contract-initiation route and take the quote that comes back with the draft contract. Have the AFM paperwork ready early, because the contracting file asks for it. Before signing, confirm with the Ministry of Environment that the organisation's OIREP licence is current — the ministry supervises the licensed organisations and holds the authoritative list — and compare at least two organisations' tarife, since each schedule is its own price and the flows they split by are not identical.
