Do you need to register for packaging EPR in Italy?
Yes — from the first gram. Italy publishes no volume threshold below which packaging EPR stops applying, so the duty starts with the first unit you place on the market. Settled — the duty applies · Basis: normattiva.it ↗ · read 2026-09-03 · official source

Evidence tiers: official source = the law text or the authority's own page; authority's wording, restated = a source that quotes the authority or the law but is not the authority itself; cross-checked, not official = several non-official sources agreeing; no source we could read = we could not open an official source for this cell on the date shown, so the answer above is held at indication level and says so. Nothing on this page is inferred from what other countries do. The competent authority and register are the authority's own details, not a claim about your obligations, so they carry no separate evidence tier. This page is rendered from our packaging-EPR rule library; how that library is built, sourced and graded is set out in our methodology.
Is there a volume threshold in Italy?
No. Italy publishes no volume threshold for packaging EPR, so the obligation starts with the first unit you place on the market.

Who counts as the producer for sales into Italy?
You do, if you ship to buyers in Italy yourself. Under PPWR Article 3(1)(15)(d) a seller established outside the European Union that supplies packaged goods to end users in a Member State under a distance contract is the producer in that Member State. Having no company in the EU is not an exemption from that; it is the condition that creates it.

Do you need an authorised representative in Italy?
A producer established in another EU Member State must appoint an authorised representative in Italy under PPWR Article 45(3). That part is settled EU law. Whether Italy has taken up the Member State option for producers established outside the European Union is not published: the competent authority has issued nothing on it that we could find. That is a fact about Italy, not a gap in our checking. We could not confirm this at an official source we could read on 2026-09-03, so treat it as an indication and not as settled. Confirm it in writing with Ministero dell'ambiente e della sicurezza energetica (MASE) before you rely on it.

Does the marketplace take the obligation off you?
Under PPWR Article 45(4) an online marketplace must check that a producer selling through it is registered before allowing the sale. That duty applies in every EU Member State and it does not move the obligation off you. Beyond that, no national rule on marketplace liability in Italy was published at a source we could read, so we say so and do not extrapolate from what other countries do. Confirm it in writing with Ministero dell'ambiente e della sicurezza energetica (MASE) before you rely on it.

Whether a marketplace also pays the fee on your behalf is a commercial arrangement, not a rule. In Italy Amazon runs its EPR Pay on Behalf service and charges €25 per EPR category a year from 1 January 2026. That is a service one company chose to sell; it leaves the rule above exactly where it is. What it covers, and what it does not: Does Amazon pay your packaging EPR fees in Italy?.
Which authority runs the register?
Competent authority: Ministero dell'ambiente e della sicurezza energetica (MASE). Producer register: none yet listed for packaging. The authority's own page records the sector registers already brought under the national producer register — packaging is not among them — and states that the remaining sector registers are to be set out by further ministerial decrees. This is a statement about the register, not about whether the obligation applies to you.

What does the fixed part cost before your first kilogram?
We could not obtain an official registration fee for Italy at a source we could read logged out on 2026-09-04. Not obtained means we did not find one, not that there is none — ask the authority before you budget. For CONAI — the source this site holds Italy rates from — we found no published minimum annual or membership fee at a page we could read logged out on 2026-09-04. Not obtained means we did not find one, not that there is none. A third fixed cost is an authorised representative, where one is required. For Italy this library records: Not published; the representative question above has the detail. The price of a representative is commercial, quoted per provider, and no official source publishes it, so this library holds no figure for it. None of the above is the per-kilogram fee: that one is on the rate page and in the calculator.
