Do you need to register for packaging EPR in Croatia?
Probably yes — and we will not pretend to be certain. No volume threshold for Croatia was readable at an official source on 2026-09-02, and PPWR sets no minimum of its own: a seller established outside the European Union that ships directly to end users in a Member State is the producer there, and producers must be registered before they sell. The safe reading is that the duty applies from the first unit you place on the market. Confirm it in writing with Ministarstvo gospodarstva i odrzivog razvoja before you rely on it. Indication only — confirm in writing · no source we could read on 2026-09-02

Evidence tiers: official source = the law text or the authority's own page; authority's wording, restated = a source that quotes the authority or the law but is not the authority itself; cross-checked, not official = several non-official sources agreeing; no source we could read = we could not open an official source for this cell on the date shown, so the answer above is held at indication level and says so. Nothing on this page is inferred from what other countries do. The competent authority and register are the authority's own details, not a claim about your obligations, so they carry no separate evidence tier. This page is rendered from our packaging-EPR rule library; how that library is built, sourced and graded is set out in our methodology.
Is there a volume threshold in Croatia?
We could not verify one. No threshold for Croatia was readable at an official source on 2026-09-02, and PPWR sets no minimum of its own, so the safe reading is that the obligation applies from the first unit. Confirm it in writing with Ministarstvo gospodarstva i odrzivog razvoja before you rely on it.

Who counts as the producer for sales into Croatia?
You do, if you ship to buyers in Croatia yourself. Under PPWR Article 3(1)(15)(d) a seller established outside the European Union that supplies packaged goods to end users in a Member State under a distance contract is the producer in that Member State. Having no company in the EU is not an exemption from that; it is the condition that creates it.

Do you need an authorised representative in Croatia?
A producer established in another EU Member State must appoint an authorised representative in Croatia under PPWR Article 45(3). That part is settled EU law. Whether Croatia has taken up the Member State option for producers established outside the European Union is not published: the competent authority has issued nothing on it that we could find. That is a fact about Croatia, not a gap in our checking. We could not confirm this at an official source we could read on 2026-09-02, so treat it as an indication and not as settled. Confirm it in writing with Ministarstvo gospodarstva i odrzivog razvoja before you rely on it.

Does the marketplace take the obligation off you?
Under PPWR Article 45(4) an online marketplace must check that a producer selling through it is registered before allowing the sale. That duty applies in every EU Member State and it does not move the obligation off you. Beyond that, no national rule on marketplace liability in Croatia was published at a source we could read, so we say so and do not extrapolate from what other countries do. Confirm it in writing with Ministarstvo gospodarstva i odrzivog razvoja before you rely on it.

Whether a marketplace also pays the fee on your behalf is a commercial arrangement, not a rule. For Croatia Amazon has published no pay-on-behalf arrangement and no enforcement date that we could read on 2026-09-03, and we do not extrapolate from the countries where it has. The country-by-country table is on our route comparison: where Amazon pays on behalf.
Which authority runs the register?
Competent authority: Ministarstvo gospodarstva i odrzivog razvoja. Producer register: Registar proizvodaca s prosirenom odgovornosti (RPPO).

What does the fixed part cost before your first kilogram?
We could not obtain an official registration fee for Croatia at a source we could read logged out on 2026-09-04. Not obtained means we did not find one, not that there is none — ask the authority before you budget. For Waste management fee (FZOEU) — the source this site holds Croatia rates from — we found no published minimum annual or membership fee at a page we could read logged out on 2026-09-04. Not obtained means we did not find one, not that there is none. A third fixed cost is an authorised representative, where one is required. For Croatia this library records: Not published; the representative question above has the detail. The price of a representative is commercial, quoted per provider, and no official source publishes it, so this library holds no figure for it. None of the above is the per-kilogram fee: that one is on the rate page and in the calculator.
