Do you need to register for packaging EPR in France?
Yes — from the first gram. France publishes no volume threshold below which packaging EPR stops applying, so the duty starts with the first unit you place on the market. Settled — the duty applies · Basis: filieres-rep.ademe.fr ↗ · read 2026-09-02 · authority's wording, restated

Evidence tiers: official source = the law text or the authority's own page; authority's wording, restated = a source that quotes the authority or the law but is not the authority itself; cross-checked, not official = several non-official sources agreeing; no source we could read = we could not open an official source for this cell on the date shown, so the answer above is held at indication level and says so. Nothing on this page is inferred from what other countries do. The competent authority and register are the authority's own details, not a claim about your obligations, so they carry no separate evidence tier. This page is rendered from our packaging-EPR rule library; how that library is built, sourced and graded is set out in our methodology.
Is there a volume threshold in France?
No. France publishes no volume threshold for packaging EPR, so the obligation starts with the first unit you place on the market.

Who counts as the producer for sales into France?
You do, if you ship to buyers in France yourself. Under PPWR Article 3(1)(15)(d) a seller established outside the European Union that supplies packaged goods to end users in a Member State under a distance contract is the producer in that Member State. Having no company in the EU is not an exemption from that; it is the condition that creates it.

Do you need an authorised representative in France?
A producer established in another EU Member State must appoint an authorised representative in France under PPWR Article 45(3). That part is settled EU law. France has also taken up the Member State option: a producer established outside the European Union must appoint an authorised representative established in France.

Does the marketplace take the obligation off you?
Under PPWR Article 45(4) an online marketplace must check that a producer selling through it is registered before allowing the sale. That duty applies in every EU Member State and it does not move the obligation off you. In France the marketplace takes on producer status for the volumes it places on behalf of third-party sellers, unless it holds proof that the seller has already met its own obligations.

Whether a marketplace also pays the fee on your behalf is a commercial arrangement, not a rule. In France Amazon runs its EPR Pay on Behalf service and charges €25 per EPR category a year from 1 January 2026. That is a service one company chose to sell; it leaves the rule above exactly where it is. What it covers, and what it does not: Does Amazon pay your packaging EPR fees in France?.
Which authority runs the register?
Competent authority: ADEME. Producer register: SYDEREP (identifiant unique / UIN).

What does the fixed part cost before your first kilogram?
We could not obtain an official registration fee for France at a source we could read logged out on 2026-09-04. Not obtained means we did not find one, not that there is none — ask the authority before you budget. On the published tariff of Adelphe (Citeo group) — the scheme whose rates this site holds for France — the lowest amount is €110 a year. It applies under the conditions stated in the source below, which is the page we read it from. A third fixed cost is an authorised representative, where one is required. For France this library records: Settled — a representative is required; the representative question above has the detail. The price of a representative is commercial, quoted per provider, and no official source publishes it, so this library holds no figure for it. None of the above is the per-kilogram fee: that one is on the rate page and in the calculator.
