How fees are set

MOHU (state concession) — Statutory concession company for the Hungarian EPR system; battery fee categories and amounts set by Decree 33/2025. (XI. 28.) EM, Annex 4.

Hungary does not leave battery fees to a scheme tariff: they are set in the same ministerial decree, and in the same annex, as the packaging and textile fees already in this dataset. Annex 4 of Decree 33/2025. (XI. 28.) EM lists five battery fee codes — A11 portable, A21 light means of transport, A31 electric vehicle, A41 starting, lighting and ignition, and A51 industrial — which map one to one onto the five categories of Regulation (EU) 2023/1542. That makes Hungary the cleanest category split in this dataset, and also the coarsest: there is no chemistry or weight-band differentiation at all, one rate per category per kilogram. The concession company MOHU is the single operator. For every battery code the municipal element of the fee is empty, so what the producer pays equals the element due to the concession company.
